Pre-acquisition assessment of an existing paper and cardboard manufacturing enterprise (Phase 1)

Client: Leading manufacturer of corrugated packaging
Location: Russia

Project: Pre-acquisition Phase I Environmental Site Assessment of the existing industrial facility (Novgorod Region, Russia)
Purpose: to identify environmental issues related to the historical activities of the Enterprise, which pose risks to the Client during its acquisition, as well as to identify environmental restrictions for the organization of new production.
Approach:
In conducting the environmental assessment, ENSOR specialists were guided by the requirements of ASTM E 1527-21 " Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process".

Conditions have been identified that determine the presence or probability of contamination/any hazardous substances at the facility and limit the possibility of further use of the facility or require environmental rehabilitation measures.

The steps taken by the ENSOR experts in carrying out the tasks consisted of the following:
  • Collecting and analyzing information from open sources, as well as information received from representatives of the assessed property in relation to the historical and current use of the site and activities that could lead to pollution of environmental components;
  • Conducting interviews with representatives of the assessed facility;
  • Reviewing information historical sources, including satellite images;
  • Site visiting, visual inspection of the site and adjacent natural and industrial facilities.

Result:
ENSOR consultants collected and analyzed a variety of information related to the history of production activities at the Site, prepared and submitted to the Client the Executive Summary and the Environmental assessment Report, including the results of the analysis, conclusions and recommendations, as well as tabular data and graphical information (maps, diagrams, historical satellite images, photo made during the visit).

During the environmental assessment, several sites with potential contamination associated with the production operation in previous years were identified, this would require the development and implementation of various rehabilitation measures.

It was also revealed that according to the Russian Federation legislation, various restrictions on their possible use have been imposed on several areas of the site.

Based on the environmental assessment results, a program was drawn up for further detailed inspection of the property in order to determine the contamination level of environmental components and the presence of hazardous materials (Phase 2 of the environmental assessment), including sampling and laboratory analysis of soil, groundwater, as well as building materials and dust sampling for asbestos content.
